add users

i'm a newbie to ftp so my question may seem silly.

i want my friends to be able to download from my ftp server.
how can i add a new username+pass which will only allows downloading
and not the administration, uploads, deleting etc. ?

i believe i was only provided with just an admin login from
my host.
