Command line start & stop

Is there any way to start and stop Growl from the command line? I'm trying to use cron as a way to keep Prowl notifications from waking me up during the night until they implement time frames for notifications. I thought the two lines below would do it, but it seems that GrowlHelperApp automatically gets restarted when an app sends a notification if this method is used to shut it down.

crontab entries:
00 22 ** ** ** /usr/bin/osascript -e 'tell application "GrowlHelperApp" to quit'
00 07 ** ** ** /usr/bin/open -g /Library/PreferencePanes/Growl.prefPane/Contents/Resources/GrowlHelperApp.app

Yes. Use growlctl, which came with old versions of Growl.
