It isn't a problem with the length of the message, but with the readability of the message. It is a huge benefit to be able to wrap a link in a single word description

I think it's already in the works to have different sounds based on priority. One addition that would make this even more useful is to have a "silent" sound choice, so some priorities could be quite, while others are noisy.

OK, I did just a test. Put the phone in Airplane mode, and send 5 distinct messages. Waited some time, then disabled Airplane mode. I did get a notification as soon as the phone had its signal back, but it was the first message I sent. No other notifications happened. Also, the number "1" ...

Apple's documentation states that, if your device is outside of the ability for delivery, it will save the last message for delivery when you are back in range.
